Community Development major services offered:
Planning The Planning division is responsible for administering land use regulations for the City of Bismarck and portions of Burleigh County. The division serves as staff support for both city and county planning commissions and coordinates the application process for zoning changes, major and minor subdivision plats, special use permits, annexations, lot modifications, vacations of rights-of-way, and easements.
Metropolitan Planning Organization (MPO) The MPO provides a forum for public officials, citizens, and other interested groups to establish policies and plans for effectively addressing various Metropolitan transportation issues.
HUD Grants The Community Development Block Grant (CDBG) and HOME programs provide funding for local projects that will benefit low and moderate income persons, prevent slum and blight, or provide affordable housing.
Geographic Information System (GIS) GIS provides creation, distribution and maintenance of spatial data, promotes collaboration and sharing of GIS data and resources, produces maps, graphs, tables, images and applications using GIS data to support operational functions and to provide support to the GIS users.

Burleigh County Wind Farm Regulations At their regularly scheduled meeting on Wednesday, February 10th, the Burleigh County Planning Commission will be reviewing the proposed Wind Turbine Facilities ordinance amendment. The meeting will be held at 5:15 p.m. in the Tom Baker Meeting Room located in the lower level of the City-County Building at 221 N. 5th Street in Bismarck. The draft amendment contains regulatory standards for wind farms in Burleigh County. This item will be on the Planning Commission's February 10th agenda as a "consideration item" and not a public hearing. The public hearing will be scheduled by the Planning Commission for a future date which will be posted on this webpage. At the public hearing, all people wishing to speak in favor of or against the proposal will be heard.

Long Range Transportation Plan Update
The MPO has been working with the residents and businesses within the MPO area and consulting with local, state, and federal agencies to update the region's Long Range Transportation Plan (LRTP). A final document has been prepared and is ready for presentation to the Planning Commissions of Bismarck, Mandan, and Lincoln, as well as Morton and Burleigh Counties.
