Welcome to the Bismarck Police Department Web Site.

This site was designed to provide the citizens and visitors of the City of Bismarck the general workings of the Bismarck Police Department and to provide information on how to prevent, reduce and report crime.

The Bismarck Police Department has an authorized or funded strength of 118 employees. Of this total, 90 are sworn police officers and 28 are civilian positions.

The Bismarck Police Department has an Administrative Staff and two major divisions. The two divisions are: Field Services and Support Services. The Chief of Police, Field Services Commander and Support Services Commander provide overall direction and control for the department.

The Administrative Staff is made up of the Chief of Police and an Office Assistant III.

The Field Services Division is the largest division of the Department, comprised of 73 sworn and 7 civilian employees. They are the most visible elements of the Department. They consist of: Patrol Section, Traffic Section, which includes Car Markers and Animal Control, and the Investigations Section, which also includes drug, gang and gaming officers.

The Support Services Division has 12 sworn officers and 21 civilian employees. These employees perform the functions that enable the rest of the Department to operate at maximum efficiency. They consist of: Administrative Services, Accreditation/Crime Analysis,Training Section, Crime Prevention/Community Services Section, Police Youth Bureau (PYB), Records Section, Reception, Facility Maintenance Section, LE Domestic Advocate, Police Chaplain and Office Assistant to Support Services.

The mission of the Bismarck Police Department is to protect life and property, provide professional customer
service, and foster community partnerships to preserve Bismarck’s exceptional quality of life.

“Police Warn Against Home Repair Scams”
Bismarck Police Crime Prevention

Each spring, the swallows return to Capistrano, flowers bloom, and a roving band of organized criminals hit our nation's highways with the goal of ripping you off.
Home repair rackets are often conducted by itinerant or transient criminals. Not all transient merchants are crooked, but some are. The various types of frauds they commit each year include: asphalt driveway sealing/paving, roof sealing/fix shingles/leaks, foundation repair, attic insulation, painting, lightning rods, tool sales, travel trailer sales and other scams. Victims often report shoddy, overpriced work, and inferior materials.

POTENTIAL SIGNS OF FRAUD
• Someone comes to your door claiming to have "just finished a roofing (or paving/painting/siding) job down the street" and because he has left-over materials he can give you a "great price." (The first time it rains, what you thought was drive-way sealant turns out to be used engine oil, or soon you have grass growing through your new asphalt because it's too thin and it's all cracked.)
• Prices that are far too low.
• Person wanting advance payment or cash. If checks are accepted at all, they are cashed immediately at the nearest bank.
• Pressure tactics, such as "This price good today only."
• Contractors who won't give you references, or who give a local motel as their address. Use of an unmarked vehicle.
• You can't verify that the contractor is licensed, insured and/or bonded.
• Another way to spot a possible scam is an offer to do the work without a written contract. Without a written contract, the original low estimate may grow to hundreds or even thousands of dollars once the work is completed.

TO GET THE JOB DONE RIGHT: Know what you want done before talking to contractors. Get detailed estimates from several reputable, local, licensed contractors. Avoid companies that solicit you door-to-door or by telephone. Ask for references and check them. And if you feel threatened or pressured by someone at your door, call your local law enforcement agency immediately.
Quick Tips
• Consider local, reputable contractors.
• If the contractor is not a local business or has just set up an office, ask when the company first located to North Dakota, check the phone directory for a local business listing to see if the company has previously been a local business, and don't rely on promises that the company intends to stay in North Dakota
• Make sure your potential contractor is licensed.
• Contractors engaging in contracts exceeding $2,000 must be licensed by the North Dakota Secretary of State. Check with the Secretary of State’s Licensing Division to determine if those contractors are licensed by calling 701-328-3665 or 1-800-352-0867, ext. 8-3665.
• Check with the Attorney General’s Licensing Section at 701-328-2329 to determine if the contractor needs a “transient merchant’s license.” This requirement protects you and includes a bond that may be available for a consumer claim about the product or service.
• Report suspected fraud to the Attorney General’s Office or your local law enforcement agency.
